About the Pipeline

The Pipeline facilitates improved project planning, coordination, and delivery within New Zealand’s broader infrastructure system.

Decisions about what infrastructure to build, when, and where to meet current and future needs can be complex. There are many infrastructure providers, types, and projects, yet limited resources and workforce available to deliver them. 

To be more successful in delivering infrastructure, New Zealand needs to be strategic and coordinated in how projects are selected, sequenced, and delivered. This requires transparency of information and a firmer longer-term forward view of needs, industry capacity, and planned infrastructure projects. 

This is why Te Waihanga created the Pipeline. It’s a facilitation tool that brings together a breadth of infrastructure sector participants, and through their contributions, interactions, and use of the Pipeline project data, drives informed conversations and decisions, efficient allocation of resources, and better outcomes for New Zealand. Through the Pipeline we support:

  • Enhanced transparency: A single trusted source of project information across sectors, regions, and nationwide detailing credible investment intentions. 
  • Enhanced coordination: Organisations, sectors and regions communicating, collaborating, driving innovation, efficiencies, and cost reduction. 
  • Informed decisions and planning: Fit for purpose infrastructure projects being sequenced better and delivered on time and on budget. 
  • A smoother market: Workforce and industry capacity and capability being available when and where it’s needed. More consistent and predictable future demands on the construction sector. 

The Pipeline supports the delivery of insights and our statutory functions defined under the New Zealand Infrastructure Commission/Te Waihanga Act 2019.

Project information from across Aotearoa

Project information is provided directly from government agencies, councils, and private sector entities involved in providing infrastructure services across New Zealand. New contributors continue to increase the breadth and depth of infrastructure projects in the Pipeline.

Criteria for project inclusion

We welcome all information about infrastructure projects being planned. Contributors are responsible for determining what is disclosed, the accuracy of the information provided, and its fitness for purpose and publication. 

Reliability of project data

While every effort has been made to ensure accuracy, the following caveats should be noted.

  • Project data remains the responsibility of the contributing agency and Te Waihanga doesn’t represent specific projects.
  • Only projects that have a level of certainty around timing have been included. Some known or anticipated projects will be included in future iterations when organisations confirm their intentions.
  • Information on project phasing, where provided, has been included to the nearest quarter.
  • The Pipeline does not represent any ICT-related infrastructure activity.

Project commitment

While a level of project certainty is signaled by being published on the Pipeline, final approvals may be needed by Cabinet, Ministers, or at board and executive level, before a project comes to market.  This will depend on project risk and value.
