

We have prepared a detailed technical review for Te Whatu Ora - Health New Zealand on the status of 16 projects that are part of the Mental Health Infrastructure Programme.
This review represents the Mental Health Infrastructure Programme’s situation in mid-late 2022, after the transition from the 20 former district health boards to Te Whatu Ora. It examines how each project was planned and delivered, and makes recommendations about how Te Whatu Ora should plan and deliver health infrastructure projects in the future.
In developing this review, we engaged independent infrastructure experts to review each individual project, and then wrote a covering report that encapsulated (and appended) the reviewers’ findings.
The review was undertaken after the Department of the Prime Minister and Cabinet asked Te Waihanga to provide a status of delivery, the robustness of estimated completion dates and any risks and barriers for the 16 projects in the Mental Health Infrastructure Programme.
