Update on government infrastructure entities

PUBLISHED 2 DECEMBER 2024

Crown Infrastructure Partners has transitioned to become National Infrastructure Financing and Funding Ltd. This is the government’s investor shopfront for public infrastructure and the centre of expertise on the funding and financing of New Zealand infrastructure. It supports Government infrastructure policy objectives by:

  • Receiving and evaluating market-led proposals (unsolicited bids) on behalf of the Crown in line with published guidance
  • Partnering with government agencies on large Crown infrastructure projects involving private finance and alternative procurement models, including Public Private Partnerships (PPPs)
  • Facilitating transactions under the Infrastructure Funding and Financing Act
  • Administering several government infrastructure funds.

Te Waihanga has passed all its former PPP functions to National Infrastructure Finding and Financing Ltd. (PPP support functions) and Treasury (PPP policy functions). It will continue with its other functions, including providing independent advice on complex project delivery that is applicable to the wider sector and reviewing infrastructure projects where additional advice is needed.
