New Zealand faces some big challenges. We can’t afford to build the infrastructure we need to solve them all. The Infrastructure Priorities Programme (IPP) is a way for us to identify the top infrastructure issues and solutions - so we can be sure we’re making the right decisions.

New National Policy Statement for Infrastructure

PUBLISHED 19 DECEMBER 2025

We welcome the announcement of the National Policy Statement for Infrastructure 2025 (NPS-Infrastructure).

Gazetted yesterday, the Commission provided early input to the NPS-Infrastructure.

The NPS-Infrastructure represents an important first step in providing for the benefits of infrastructure to support New Zealand’s wider social and economic goals, while protecting the environment.

It directs resource management decision-makers to recognise and provide for the benefits and needs of infrastructure and to enable efficient infrastructure development, operation and maintenance activities. The NPS will provide a basis for further, more specific national direction in the new resource management system.

NPS-Infrastructure comes into force on 15 January 2026.
