New Zealanders are one of the world’s highest per capita users of water. But, many of our cities and regions face challenges delivering safe and sustainable water services. These challenges include ageing assets, more stringent water quality standards, environmental compliance, and climate change.

We all pay for our water and wastewater services, even if we don't always realise it. Metering water and charging for its use (volumetric charging) has helped many communities get more value from their existing infrastructure.

Te Waihanga commissioned Patrick Dougherty to complete this report into the practical realities of implementing water metering and volumetric charging.
