Point 2: Justification and optionsBackground Ida (2)

Point 2 considers whether the proposal has developed a sufficiently robust business justification to progress to more detailed option development.

The review looks at whether the service need remains clear, whether a broad range of possible responses has been considered, and whether shortlisted options have been developed and assessed on a comparable basis.

The aim at Point 2 is not to approve a preferred option. It is to establish that there is at least one credible way forward that could provide value for money and warrants further investigation.

What the review focuses on

The review considers the strength of the options process, likely costs and benefits, affordability and funding, potential commercial and procurement pathways, and whether the agency has the capability and governance needed to progress to the next stage.
