Point 1: Strategic assessmentBackground Ida (2)

Point 1 provides early assurance on whether an infrastructure proposal is sufficiently credible and important to justify further investment in its planning and development.

The review considers whether there is a clearly defined and material infrastructure problem, whether the proposal aligns with relevant priorities, and whether the emerging scope remains open to an appropriate range of responses. It also looks for a credible pathway to the next stage, including the funding, governance, capability and planning needed to develop the proposal further.

What the review focuses on

At this stage, a fully developed business case or settled solution is not expected. The review looks for confidence that there is a strong enough case to continue investing resources in developing the proposal, while keeping options open and ensuring the likely scale of investment is proportionate.
